UPSC has finally come out with the
notification for CIVIL SERVICES EXAMINATION, 2013 AND INDIAN
FOREST SERVICE EXAMINATION 2013 with COMMON PRELIMINARY EXAMINATION and with changes in
Mains pattern for CSE mains 2013. The Preliminary
Examination will be common for the candidates applying for Civil Services
Examination and Indian Forest Service Examination, and will act as a screening mechanism for selection of candidates for the
Civil Services (Main) Examination and Indian Forest Service (Main) Examination.
1) Date of notification: 5th of March, 2013
2) The commencement of filling online
application shall start from 5th
March, 2013 and conclude on 4th April, 2013 [till 11.59 PM]. Candidates
are required to apply through online mode in the Commission’s website. No other mode is allowed for submission of application.
3) Civil

A. Preliminary Examination
Paper I - (200 marks) Duration: Two hours
- Current events of national and international importance.
- History of India and Indian National Movement.
- Indian and World Geography - Physical, Social, Economic Geography of India and the World.
- Indian Polity and Governance - Constitution, Political System, Panchayati Raj, Public Policy, Rights Issues, etc.
- Economic and Social Development Sustainable Development, Poverty, Inclusion, Demographics, Social Sector initiatives, etc.
- General issues on Environmental Ecology, Bio-diversity and Climate Change - that do not require subject specialization.
- General Science.
Paper II- (200 marks) Duration: Two hours
- Comprehension
- Interpersonal skills including communication skills;
- Logical reasoning and analytical ability
- Decision-making and problem-solving
- General mental ability
- Basic numeracy (numbers and their relations, orders of magnitude, etc.) (Class X level), Data interpretation (charts, graphs, tables, data sufficiency etc. - Class X level)
- English Language Comprehension skills (Class X level).

SOME HIGHLIGHTS OF THE NOTIFICATION:
CANDIDATES SHOULD NOTE THAT THERE ARE CERTAIN CHANGES IN THE
SCHEME OF CIVIL SERVICES (MAIN) EXAMINATION, WHICH HAVE BEEN ELUCIDATED IN THE
SCHEME OF EXAMINATION. THERE ARE SOME OTHER CHANGES ALSO IN REGARD TO THE CHOICE
OF LANGUAGE MEDIUM IN THE CIVIL SERVICES (MAIN) EXAMINATION.

The number of vacancies to be filled on the result of the examination is expected to be
approximately 1000. The final number
of vacancies may undergo a change subsequently after receipt of the firm number
of vacancies from the concerned Cadre Controlling Authorities.
Candidates
may choose any optional subject from amongst the list of subjects given in Para
2 below (Group 1).However, a candidate can opt for the literature's of
a language, indicated in Group-2 below Para 2, as an optional subject, only if
the candidate has graduated in the literature of that particular language as
the main subject Marks obtained by the candidates for all papers (Paper I-VII)
will be counted for merit ranking. However, the Commission will have the
discretion to fix qualifying marks in any or all papers of the examination.

However,
in the interest of maintaining the quality and standards of examination, a
minimum number of 25 (twenty-five) candidates should opt for a specific
language medium for answering the question papers in that
language medium. In case there are less than 25 (twenty-five) candidates
opting for any approved language medium (other than English or Hindi), then
those candidates will be required to write their examination eitherin Hindi or
in English only.
